“I can’t copy” can mean a few different things. Before looking for a fix, notice what happens when you try:

  • Nothing gets selected, or a rectangle appears over the entire page: the PDF is an image (cause 1).
  • You can select text, but Copy is grayed out or the reader says copying isn’t allowed: copying is restricted (cause 2).
  • You can copy, but the pasted text is symbols, boxes, or scrambled letters: there’s a font encoding issue (cause 3).
  • On your phone, you don’t see an option to select text: the viewer you’re using doesn’t support it (cause 4).

Cause 1: The PDF is scanned

Scanned documents and files made from photos don’t contain text, just images of letters. There’s nothing to copy until those letters are recognized.

Solution: Use PDF OCR. It reads the pages and extracts the text. If you want, it can also create a searchable PDF where you can select text. For a single page or screenshot, image OCR works too. Check the results, especially numbers.

The guide Scanned PDF or text PDF? shows you how to check whether this is the issue.

Cause 2: The author blocked copying

PDFs can have two types of passwords. An open password prevents you from opening the file. A permissions password lets you open it but may prevent you from printing, copying, or editing. Many bills, course materials, and reports have this second restriction.

Solution: If the document is yours or you have the right to use its contents (a bill of your own, a report from your company, or material the author has authorized), the Unlock PDF tool removes restrictions from a PDF you can open. If it has an open password, you’ll need to enter it.

If the material belongs to someone else and the restriction protects copyright, such as paid course materials, respect the author’s choice: ask for permission or type out the passage and cite the source.

Cause 3: The copied text is garbled

Some programs embed fonts in a PDF using their own character mapping. Everything looks normal on screen, but when you copy text, your computer returns the internal codes, so the result looks like “á” or a string of gibberish.

Solutions, in order:

  1. Try extracting the text with PDF to Text, which reads the file differently and can sometimes work around the issue.
  2. If the text is still garbled, treat the PDF as an image and run it through OCR. OCR ignores the encoding and reads the shapes of the letters.
  3. If the sender can recreate the file, ask them to export a new version directly from the original program.

Cause 4: The viewer doesn’t let you select text

Quick previews, like the ones that open inside some messaging or email apps, show the PDF as an image and don't let you select text. The file itself may be perfectly fine.

Solution: Save the PDF to your device and open it in a full-featured reader. On Android, try Google Drive or your device’s built-in PDF reader; on iPhone, use the Files app; on a computer, use your browser (Chrome, Edge, or Firefox) or Acrobat Reader. Tap and hold a word, then drag the selection handles to highlight the text you need.

I copied the text, but it has lots of line breaks

This is the most common problem after copying successfully: each line in the PDF becomes a separate line, so the paragraph looks broken up when you paste it into Word or WhatsApp. PDFs store the position of each line, not the paragraph structure.

Paste the text into the Remove line breaks tool to put the lines back together. The guide How to remove line breaks from text copied from a PDF explains how to preserve paragraphs.

Frequently asked questions

Is it illegal to remove copy restrictions from a PDF?

Removing restrictions from a document you own or are authorized to use is generally fine. Using this to copy and distribute someone else's copyrighted work without permission may violate copyright law.

Why can I copy text from only some pages?

The PDF probably contains a mix of digital and scanned pages, which is common in document bundles and case files. Scanned pages need OCR.

Can I copy text from a PDF on my phone?

Yes, with a full-featured reader: tap and hold a word, adjust the selection handles, then tap Copy. If that doesn't work, try one of the solutions above based on the issue you're having.

Does OCR work with handwritten documents?

Not very well. OCR is trained to recognize printed letters. For handwriting, typing it out is still the most reliable option.
